That phrase is used in Section 4(a) of the Commodity Exchange Act (CEA). The notice of the comment period extension will be published shortly in the Federal Register.
The CFTC held a public hearing on 27 June 2006, on the issue (see CFTC News Releases 5186-06, June 9, 2006, and 5184-06, May 26, 2006) and the transcript of that hearing available on its website at www.cftc.gov
